    CHRC Staff Briefing:

The Human Rights Situation in China:

    An Update
    Tuesday, April 18
    11 a.m - 12:30 p.m.
    Room: 2200 RHOB

The Congressional Human Rights Caucus would like to invite you to attend a staff briefing on the human rights situation in China, which will take place on Tuesday, April 18, at 11 a.m. (room tba). The briefing is open to the interested public and the media.

As in previous years, China’s human rights situation remains abysmal. According to the State Department Country Reports on Human Rights Practices for 2005 , “There was a trend towards increased harassment, detention, and imprisonment by government and security authorities of those perceived as threatening to government authority.” Necessary legal reforms have not been implemented to seriously bring an end to human rights violations, as tens of thousands of people continued to be detained or imprisoned in violation of their rights to freedom of expression and association, and were at serious risk of torture or ill-treatment. Thousands of people were also sentenced to death or executed, in often secret trails.

The alleged “threat to government authority“ and ”the war on terrorism” have been used to justify the severe repression of ethnic minorities, such as the Tibetans and the Uyghurs, as well as religious groups and spiritual movements, such as the Falun Gong. The economic and cultural development of ethnic groups is severely restricted, including the closure of places of worship, book burnings, and linguistic suppression of ethnic groups.

Freedom of speech and the media, as well as the right to freely assemble, are severely curtailed. The Chinese government has created the world’s most advanced internet control and censoring mechanisms. Other well-documented human rights abuses include, among others, torture, government harassment, arbitrary arrest and detention, including nonjudicial administrative detention, reeducation-through-labor, psychiatric detention, and extended or incommunicado pretrial detention. Non- governmental organizations have come under increased government pressure and restrictions. China also implements a ruthless coercive birth control policy, including forced abortion and sterilization. Credible reports have also documented China’s practice of “organ harvesting,” or the removal of organs from terminally ill or death row prisoners for sale on the international market, without any consent.

To discuss these important issues, we will welcome as expert witnesses:

Representative, U.S. Commission on International Religious Freedom (invited)

Rebiya Kadeer, International Uyghur Human Rights & Democracy Fund.

Charlotte Oldham-Moore, International Campaign for Tibet

Kate Saunders, International Campaign for Tibet

    T. Kumar, Amnesty International

    Lucie Morillon, Reporters without Borders
