"President George Bush is planning an announcement today aimed at setting caps on greenhouse gas emissions from U.S. power plants," reports The Guardian. "The White House spokeswoman, Dana Perino, said Bush will 'articulate a realistic intermediate goal for reducing greenhouse gases.'"

In "Losing It," Patrick Michaels, Cato senior fellow and author of Meltdown: The Predictable Distortion of Global Warming by Scientists, Politicians, and the Media, writes:

"For the sake of argument lets assume that all the urban warming resulted from greenhouse-gas changes. What could have been done about it? The answer is simple: nothing. There are no known technologies that would have significantly altered their temperature trajectories. Nor will such technology exist for the foreseeable future.
